Greetings, question on where to brainstorm for a heartbreaker

Hello, everyone!

Like many (most?) players, I've long wanted to make my own RPG, something more than a half-arsed collection of house rules. I've accumulated notes on what I'd like, and even how to try to prevent it from being too complex in play. I may be at the point that I need someone to tell me where I'm being stupid, failing to communicate clearly, etc.

Would starting a thread to post my thoughts and ask for feedback on their viability be considered practical design, or just theory? If the latter, where would be the appropriate forum for that?
