Can't see where you can set up a poll, does this feature exist at all? Is it only available at higher levels? Or am I just blind?

I suppose I should have done that as a poll.

Much higher level I'm thinking.  I'm 8th level and still can't do them.  Or if I can I haven't figured out how to.
