Her Majesty's Occult Service is a government department headed by Doctor John Dee, officially the Queen's Astrologer. England is under mystic assault from various sources, particularly Spain, but also the Catholic Church and the Vatican, and Scotland to the north. Not all these enemies are creatures of darkness - political and religious considerations make for different lines of conflict in this game than in Blood Games II. The feud between Catholic and Protestant is particularly bitter.

Hrm.  The angle of Dee as Elizabeth I's head of the secret/occult service sounds familiar, too.  Didn't Ken Hite do something along these lines?  I know Alan Moore did in The Black Dossier, the second sequel to The League of Extraordinary Gentlemen.
