New RPGs - Order of Design

I started with asking myself "How will players interact with the world." If they are engaging in combat with an NPC/Monster or if they are attempting to build a bridge. Will the action require a dice roll? Card draw? Jenga piece removal? Once I had that decided, I have been building my game around that.
I decided that interactions will have a dice roll based on stats, with the roll being modified by secondary stats, skills, equipment, etc.
Once I had the interactions down, I was able to devise a character creation method and then worked on filling in all the "fluff" such as building the world, creature library, and all the other stuff that makes up an RPG. (My game is still a WOP. But I hope to be able to have it ready for wide-spread playtesting soon.)

Sounds like what I've been doing for the last few months. Just holding off adding too much fluff, and one of the character aspects, until I can see how well the existing core mechanics work.
