This is a site for discussing roleplaying games. I thought I'd share the initial outline (attached.)

It is missing a LOT of AMP super villains, but I may trim them down anyway and go for the more thematic ones, at the same time I hate to publish an "incomplete" book without the settings inside, and all the setting I can cram into it.

To tell you the truth, a few examples are good enough, Tim. Most people are going to be using the game with their own universe. I would personally love more group oriented stuff - how to build a team, how to develop it in play, Headquarters, relations with the government/people/other groups, and that kind of stuff. H&S is my favorite supers game, hands down, but it needs more of this type of information and tools. Draw on your vast experience of GMing supers games and help us GM it better!

Yeah, I intend to have bases, vehicles, inventing, and such in the rules. I'll add it to my outline. I wanted to give strong archetypal  villains and maybe one active hero team. (Maybe, I may do them in like all the others..:D)

I recommend going with that impulse, and making that one *recently* active team, now gone, and use them as an example of how to put together teams. That would rock! Similarly, use the villains to illustrate how different concepts work. Also - make sure that at least one is the type who are in that gray area between heroes and villains, who could sometimes help and sometimes oppose the PCs, because their agenda is orthogonal rather than opposed to the PCs. Showing how to make a character like that is pure gold.

Well that's the trick; the Irregulars are, not-regular in terms of appearances. They've got a lot of ground to cover and lack teleporters and the like. They're meant to be there "when the GM chooses," I may make it clear they're meant to be ideas for mentors, friendly team, and occasional prisoners the PC heroes can go team up with and help.

I've got a few mercs, and anti-heroes, as well as the "Can do good but is selfish" sorts. La Pistolera for example will be in the book. Common enemy of the Irregulars, but also occasional helpful foil. Gun-Slinger, woman, and downright mean if you make her angry.

I want to keep AMP and Millenia in the book since they were in the original. I'd like to put the new one in there which goes very differently but has familiar trappings.

The Scionverse/Progenitor where all heroes descend from the seed of a single superman like originator. His children, grandchildren, great grandchildren, and great-great, grandchildren. Along with a few super tech folks. I was planning on using it as an example of "Here is how to build a different than normal superhero universe.."
