Seems very similar to something we used to play in 5th grade (with the flicking around).  8) Two things:
- Your autocorrect did you a dirty. You have "paper prices" in several places where it should be pieces.
- Based on my decades-old experience of the above, I would add a guideline that a.) terrain has to be a certain size and b.) should be held in place with the index finger of the other hand when flicking an adjacent soldier.

Also, I like your idea on limiting terrain size, I'll try that as well
