So, I set off to write my own modern era RPG with a very old-school fashion and philosophy.

It's written in spanish, my native tongue (argentinean spanish to be precise). I hope spanish speakers/readears will enjoy it.

It is stretching my language skill, as I know only Spanglish (Mexican Spanish plus English spoken by people in the US and Northern Mexico).  I knew gaming was very idiomatic in the back of my head. It is only when I was reading this that it hit me really hard.    I am still working at it. The idioms you use are different than the Mexican gamers I know.  But the internal translation is comming.

The game is very short, though graphically very nice.  

The minimal coverage of stats, skills, and large coverage of weapons is the barest bones of a modern game.  

The skill list is a little bare. If it is limited to "just the things" in action movies, it is still a little sparse.  It could use a Science Skill, Knowledge, and Crafting to help round out the skill coverage.

There seems to be no experience advancement section.  I might of just missed it OR not realized I was reading it.

That is the first things I can see.

Yes, it's written specifically in argentinean spanish, so it may be harder to understand by a non-fully spanish speaker. I did this because we have few to none games written in our way of the languege.

This PDF is just as "preview" as the original post says, that's why you don't find the rules for character progression, vehicles and other stuff. But the pages you see are supposed to be "finished", and will have just minor  revisions.

The skill chapter specifically says that players and GMs can add any skill they want to the game, I just listed the ones I think are most common to modern era adventuring. I specifically don't want to list everything possible, because, as in old-school games, I want to give space for freedom for the GM and players to invent and create.

Even if it's a preview, you could still run a full game with these rules. Only armor rules are really missing, but everyone should be able to make up their own because the game is simple. But even then, not all modern adventures feature guys with modern armor.

Rules for car chases and vehicles are also a big issue that will be addressed in the full game. But the full game won't be much longer in "rules", but maybe in aids and suggestions and optional "add-ons".

Even though it's percentile based I always had in mind: "how would the "OD&D" of modern adventures be like?"

I must give credit here (as I also do in the .pdf) to GANGLAND that was my main source of inspiration for the rules.

Pretty cool. I loved the movement rule, the art is great, and the rules in general seem light but encompassing enough. Also, the layout make it very easy to read and understand, and the examples are helpful. Aguante.

There are a few spelling mistakes, though :p . But that's OK. Argentinians don't know how to speak Spanish anyway :p .

Just kidding, of course. All in all, a nice game.

A few points: Although it is pretty obvious which skill's related to which ability, clarification wouldn't hurt. Also, I didn't really get the categories (why is First Aid in People?). Maybe it would be easier if the skills were categorized under their relevant attribute; you know: Muscle - Hand to Hand, etc - Agility - Rifles, etc.
The Competitions between Characters section is a little confusing, I would advice to stick with one of the methods. The first one seem the most logical, even if it goes against the normal resolution.
An Index would be very helpful, though maybe this is a little anal of me considering it is a preview.
I hope this is helpful and not annoying. If it's not, then I'm sorry.

I did't tie skills to a specific attribute, because they could possibly be used with different attributes...

For example: Drive Cars - use agility for chase manouvers
- use inteligence to identify a car model.
- use Social to pick the car that will have the greatest effect when you arrive at the party!
